In the background of national overall planning, the Shanghai Municipal Government led by Chen Yi smashed financial speculation with an iron fist, fought bravely and wisely with imperialism and bureaucratic capital, boldly improved the mode of production and operation, made strategic plans to solved the shortage of foods and clothing, tided over the danger of "Big Bombing", resolved the "April Crisis", and rushed to repair airports for Shanghai air defense construction. Under the overall leadership of the CPC, cadres at all levels of the Shanghai Municipal Government overcame numerous difficulties and finally completed the tasks of economic development and city construction entrusted by the CPC.
